Statement by CORCAS chairman on the arrest of Mr. Mustapha Salma Ould Sidi Mouloud

The arrest of Mr. Mustapha Salma by the Polisario Front is a reckless reaction, largely excepted from Polisario’s political system, which occurs after the positive stance taken by Mr Ould Sidi Mouloud in favour of granting the Moroccan autonomy initiative to the inhabitants of the Sahara region.  

This arrest reflects the situation of confusion, disorder and instability in which live the Polisario leadership, in consequence of the process that the Sahara issue has followed since 2006.  This process has marked the modern political history of Morocco and put our national cause in front of a real challenge. The whole world witnessed the credibility and realism of the Moroccan autonomy initiative under Moroccan sovereignty for the Sahrawi provinces, as political and democratic solution that satisfies all the historical claims of the Saharan provinces at all political, economic, social and cultural levels and complies with international criteria and conventions.
Under the leadership of HM King Mohammed VI, may God assist him, Morocco showed, during the official and unofficial rounds of negotiations under the auspices of the Personal Envoy of the UN Secretary General, commitment, good faith and seriousness regarding the content of this initiative and its value as an engine of progress and development not only nationally, but for the whole Maghreb region. Morocco seeks to reach a solution through negotiations in a peaceful and consensual manner.
The Moroccan initiative as a democratic, realistic and ultimate solution unveiled the politico-military nature of the front Polisario, which stumbles the simplest human rights of Sahrawis who are still under its control in Tindouf camps. Obviously, these people did not enjoy and will never enjoy the right to participate in discussions on the proposed solutions to the Sahara issue. In addition, their general situation shows that they suffer political repression, that are deprived of the rights and freedoms, and that they live in inhuman conditions in the camps.
The arrest of Mr. Mustapha Salma Ould Sidi Mouloud, who is an official of the Polisario Front, is a proof that his point of view that supports autonomy, expressed publicly and which appeared at first glance as personal, has become a reality among camp residents who cannot express their own views because of the repression they suffer and because of the fact that the Front imposes the unique perspective rule inherited from past totalitarian regimes.
This act shows that Polisario has lost all credibility. It also stresses its fallacious statements on the situation of human rights in Morocco, at a time when it does not accept the view of one of its members who peacefully expressed a view on the fact that autonomy is realistic and credible. 
Moreover, it illustrates that Polisario has lost popular legitimacy among camp residents who want to return to the motherland, participate in the construction of democratic Morocco and help their Moroccan brothers in the development and freedom process.
The freeze by the Polisario of exchanges of family visits led by the UNHCR, after the substantial flow of return of Sahrawis to the motherland, is another breach of its international commitments. This behavior does not serve the interests of Sahrawis and concretely demonstrates Polisario’s dependence as it insists on maintaining the suffering of people in camps and uses them in bargaining in the service of a third party.

Faced with this situation, the Chairman of the Royal Advisory Council for Saharan Affairs declares what follows:
1- His strong condemnation, denunciation and protest against the arrest of Mr. Mustapha Salma Ould Sidi Mouloud and calls on the Polisario Front to release him immediately and unconditionally, so that he can explain his position to his fellow citizens in camps.
2-  Calls upon the international community and international nongovernmental organizations that defend human rights to counter these practices and act to lift the siege imposed on the camps residents to enable them enjoy all the rights and all freedoms guaranteed by international conventions, including the freedom to move, speak and defend the autonomy proposal that guarantees their satisfaction of all claims.
3- Reaffirms its denunciation of this act at all local and international levels
4- Invites Polisario, if it does have any margin to make decisions, to respect reason and history, take into account the evolution of countries and nations and take part in the global development witnessed in the Kingdom of Morocco under the enlightened direction of King Mohammed VI for a better future.
